Workforce architecture
Designing teams that mix humans, agents, and ZHD zones at department scale. Role budgets, escalation paths, oversight rosters.

Objectives
- Draft a department-level role budget that names humans, agents, and ZHD zones.
- Design an escalation path from agent → operator → manager → executive with named holders.
- Publish an oversight roster so every active agent has a human on-call.
Pattern · Department-scale architecture
Three layers: human work, hybrid work, ZHD zones
Most departments need all three. Treat them as a budget, not a destination: shifts happen workflow-by-workflow as evidence accumulates.
Architecture map
01Layer 1 · Human workverify
Role
Judgment, relationships, accountability — work that should not be delegated.
Operator obligation
Defend the boundary. Pressure to automate will be constant.
02Layer 2 · Hybrid workmonitor
Role
Human + agent co-execute with explicit handover.
Operator obligation
Keep the handover visible. An invisible handover is a future incident.
03Layer 3 · ZHD zoneoverride
Role
Agents execute; a human governs from outside.
Operator obligation
Audit weekly. The cost of inattention compounds quickly in ZHD.
Operator obligations
| Mode | Trigger | Action |
|---|---|---|
| Monitor | Hybrid handover dropped | Restore the handover before the next cycle; do not let it run blind. |
| Verify | Layer-1 work being eroded by tooling | Reaffirm the boundary in writing; the team needs the boundary defended publicly. |
| Escalate | ZHD weekly audit shows quality drift | Pause the zone and bring the operator in. ZHD silently failing is the worst outcome. |
